Raul Menendez is a character from Call of Duty: Black Ops II and one of the antagonists of the entire gameplay. Furthermore, he is the leader of a terrorist organization called Cordis Die. Furthermore, he is mentioned in a mission in Call of Duty: Black Ops III by Zeyad Khalil, among others.
Family
Not much is known about Menendez’s family. What is clear, however, is that Menendez’s father was Jose Luiz Menedez. Furthermore, he had a sister named Josefina Menendez.
Early years
Raul Menendez was born in Nicaragua on September 5, 1963. A year after his family lost most of their belongings, his sister Josefina was almost killed in a fire. Fortunately, she survived but suffered severe burns. Menendez thought she was dead, so he tried to commit suicide by attempting to cut his throat with her chain pendant. Josefina, waking up, was able to convince him to stay alive. Later it came out that the American owner himself set fire to the warehouse where the accident happened in order to get money from the insurance company. From that moment on, Menendez hates America and wants only one thing: revenge.
The Menendez Cartel
He and his father Jose Luiz Menendez sold drugs to make a quick buck. At that time, however, Raul was still a teenager. As they sold the drugs, they became more and more powerful and wealthy and were gradually known as the “Legends of Managua.” Their influence and power was such that they had a well-respected status even in the criminal underworld. Later, the CIA was dispatched to kill Raul’s father. Raul saw his father executed by the Americans and fled in a pick-up truck.
Angola – 1986
Fueled by his abyssal hatred of the United States, Menendez began sending weapons to Afghanistan in 1986 to build his own private army. On July 2, 1986, Raul Menendez was in Angola to support the MPLA. At that exact time, Alex Mason and Jason Hudson were also in Angola to free one of Menendez’s prisoners, former SOG Sergeant Frank Woods, who was long believed dead. When Mason entered the hut by Menendez, he threatened Raul. As a result, more of Menendez’s men rushed in. While one of the soldiers spoke into the radio, Mason and Menendez and a grenade fought. In the heat of the battle, Mason fired a bullet into the right side of Raul’s face, destroying one of his eyes and leaving him in the shack, which exploded moments after Mason fled.
Nicaragua – 1986
It is September 25, 1986, and for Raul Menendez it will be one of the darkest days of his life. Towards the end of the battle in Nicaragua, his sister Josefina is accidentally killed with a grenade by Frank Woods. Before that, however, he was stunned and tied up by allied troops of the CIA. Manuel Noriega, a supposed CIA ally, freed Raul and the latter searched for his sister until he meets Mason and Woods just outside her room. The latter wanted to kill Raul due to revenge, but failed. After Raul jumped into his sister’s room just before the explosion, he was declared dead for the second time.
Panama – 1989
Three years after the events of Nicaragua, the U.S. SEALs headed to Panama on December 20, 1989. A small squad consisting of Woods, Mason and Hudson (via radio) were ordered off to capture Manuel Noriega, a current ally of Raul Menendez. In the course of the firefight and the SEALs’ capture of Noriega, Jason Hudson is captured unnoticed by Menendez (or his men) – as is Alex Mason. Menendez had Hudson tied up and Mason put a bag over his face. Forcing Hudson to convince Woods that Mason, who still has the bag over his face, is “really” Menendez aka target ‘Nexus’, Woods shoots his old friend from a rooftop, hoping to have killed Raul. Only when the latter takes the sack from his victim does he realize Menendez’ and Noriega’s deception and is promptly captured by Menendez. In a small room, he then confronts Hudson, tied to a chair, with the decision to have David Mason, Woods or himself killed – otherwise they all die. Menendez then tortures Hudson and, moments later, cuts Hudson’s throat with his sister’s chain pendant.
Call of Duty: Black Ops III
In the mission Up & Down he is mentioned at the beginning by Zeyad Khalil, who even seems to revere him a bit, while the Winslow Agreement, on the other hand, seems less pleased with this name. Jacob Hendricks calls him a “self-important hypocrite who thought he could make the world a better place by destroying everything. Khalil then explains to him that the nations of the Winslow Agreement are a drone defense alliance that has been in place since Menendez’s drone attacks in 2025. And because this alliance, protects all military, civilian and industrial targets, soldiers can keep fighting the NRC longer.
Heroes (Call of Duty)
