Overlord is the code name of an American command base from which troops are supplied with information about the whereabouts and troop strength of enemy units during battle. Furthermore, orders are given to the troops from there. One can conclude from the info that Overlord is Captain Mc Millan, since Price mentions in Modern Warfare 3 that he still owes him something because of Prypyat 1996, where Price famously saved Mc Millan when he was injured by the crashing helicopter.
