General Manuel Antonio Noriega Moreno is the former commander of the Panamian Defense Forces He was the commander-in-chief of all armed forces in Panama from 1983 to 1989.
History
Noriega assists the CIA in capturing Raul Menendez by sending his forces to the cartel’s plantation in Nicaragua. The PDF captures Menendez, however he deceives his own people by suddenly helping the arch enemy after all. Nevertheless, the drug dealer nearly beats Noriega to death. Noriega is the target of America’s invasion of Panama. Frank Woods and Alex Mason are sent to look for him in the outer area of Panama City. He is captured, but Jason Hudson later relays information that he is extremely important and should be taken to an American camp to conduct a prisoner exchange. Noriega takes advantage of his captivity and later tricks Woods by putting a bag over Alex Mason’s head and making Woods believe that under the bag is Raul Menendez. The last time Noriega is seen is when Woods shoots Mason, figures out the deception and goes to shoot Noriega, but is stopped by a leg shot from Menendez. Throughout the mission, he is given the alias “False Profit” by the CIA.

• Although he was never president of Panama, he is given this title in the introductory scene of Time and Destiny and Frank Woods also calls him this.
• Noriega tends to like killing his own people, which he dismisses as getting rid of witnesses.
• He is seen very briefly at the end of the campaign, when the band Avenged Sevenfold plays the song “Carry on”. This makes him the only character from the campaign in the 1980s to appear in the final scene.
