Fregata Industries was originally founded by Alejandro Rojas, who used the company to cover up his black market activities. However, when Rojas met his death on the streets at the hands of members of Task Force 141, Volk took over Fregata Industries.

Along with Vladimir Makarov and the Inner Circle, Volk decided to use Fregata Industries to move chemical weapons to various locations including Sierra Leone, Spain, Morocco, Egypt, Turkey, Greece, and Algeria. Some of the chemical weapons transported by Fregata Industries ended up being used in the terrorist attacks in London, Berlin, Paris, and other places. Three days after the attacks, Volk was caught in Paris by Delta Force using the GIGN.
