Function
The Announcer: Dr. Kleiner replaces the statements of the default announcer from Dota 2 with those of the Half-Life character Dr. Kleiner.
Like all announcers, the Announcer: Dr. Kleiner can be shared with teammates in a multiplayer game via the Shared Content tab.
Obtaining
You can find the announcer by purchasing it from the Dota 2 store, unboxing it, or randomly finding it after completing a multiplayer game in Dota 2.

Trivia
Harry S. Robins, who voices Dr. Kleiner in the Half-Life series and accordingly the recordings for the announcer, voices the hero Tinker in Dota 2.
